Performance-Based Monitoring

The Performance Based Monitoring Analysis System (PBMAS) is used in Texas to monitor special education programs and other federal programs such as No Child Left Behind, career and technical education and bilingual/English as a second language. The system focuses on program effectiveness and student performance by assessing a district/charter’s performance on a set of indicators. Monitoring activities include: district/charter self-evaluation, TEA desk review, and on-site monitoring to identify areas in need of improvement or correction.  Districts/charters in non-compliance are required to undertake improvement activities and face possible sanctions if not achieved.

The Special Education (SPED) indicators monitored by the Texas Education Agency (TEA):

  • TAKS Passing Rate in Math, Reading/English Language Arts, Science, Social Studies, Writing
  • Year-After-Exit (from special education) Passing Rate in Math, Reading/English Language Arts, Science, Social Studies, Writing
  • TAKS / TAKS Accommodated Participation Rate in Math, Reading/English Language Arts, Science, Social Studies, Writing
  • TAKS (Modified) Participation Rate
  • TAKS (Alternative) Participation Rage
  • 3-5 Year-Olds Less Restrictive Environment Placement Rate
  • 6-11 Year-Olds Less Restrictive Environment Placement Rate
  • 12-21 Year-Olds Less Restrictive Environment Placement Rate
  • Annual Dropout Rate (Grades 7-12)
  • RHSP/DAP Diploma Rate (Recommended High School Program or Distinguished Achievement Program)
  • 4-Year Graduation Rate
  • SPED Representation Percentage
  • African American Representation
  • Hispanic Representation
  • LEP (Limited English Proficient) Representation
  • Discretionary DAEP Placements (Disciplinary Alternative Education Placements)
  • Discretionary Placements in ISS (In-School Suspension)
