Early Childhood Special Education (ECSE)

ESC Region 13 services for Early Childhood Special Education (ECSE), formerly known as PPCD, are dedicated to promoting best practices, training and technical assistance in early childhood settings for teacher and administrators working with three to five-year-old children with disabilities.

Guiding Principles for ECSE

The mission of ECSE is to promote an understanding of the importance of intervention during the most critical developmental years of a child’s life while providing for their communicative, academic, cognitive and social success in the least restrictive setting.

By providing services and supports, programs will move children closer to age-expected functioning by looking at integrated behaviors or skills that allow the child to achieve functional outcomes across domains and situations by addressing:

  • Positive social-emotional skills
  • Acquisition and use of knowledge and skills
  • Use of appropriate behaviors to meet their needs

Services

Services provided include training on specific topics in early childhood special education, district on-site consultation visits and training, and support for districts regarding best practice updates and compliance with state and federal regulations. Many of our consultation services are provided free of charge.
